Glaze the oven at 450°. Whisk together the flour, baking powder, sugar, salt, and cream of tartar in a large basin.
Cream the butter into the mixture until it begins to resemble coarse particles.
Stir in the pepper flakes, garlic, and Parmesan. Add milk and stir until only moistened.
Drop dough by generous 1/4 cupfuls 2 inches apart onto a baking sheet that has been greased.
After 18 to 20 minutes, bake until golden brown. Keep toasty.
